Strengthening Family Capacities in Marginalized Communities: A comparative Assessment of a University-Led Parenting Program for 4Ps Households

Abstract

 This study evaluated the outcomes of an extension initiative previously implemented by the College of Education of JRMSU-Tampilisan Campus. The program, which emphasized parenting, responsible parenthood, and family values, was delivered to selected 4Ps beneficiaries across various barangays in Tampilisan, Zamboanga del Norte. Given the time that had passed since its implementation, the study aimed to assess whether the intervention had produced meaningful effects on participants’ lives. A comparative approach was employed by gathering data from two groups: 4Ps beneficiaries who participated in the program and those who did not. This design allowed for isolating the program’s impact while accounting for similar socioeconomic backgrounds. Results indicated that program participants exhibited significantly greater awareness and understanding of essential family dynamics, particularly the roles of parents in child development and the cultivation of healthy family relationships. These findings were further substantiated by qualitative responses, with participants sharing reflective narratives and lived experiences that highlighted notable changes in their parenting practices and family interactions. In light of the findings, the study recommends the replication of the program in other communities, the inclusion of follow-up sessions, contextualization of topics based on local needs, and the development of monitoring mechanisms to evaluate long-term behavioral changes.

Author Biographies

Rovs, Faculty, JRMSU Tampilisan

Rovelito Narita is a licensed professional teacher and licensed agriculturist with a strong commitment to rural development. He is currently pursuing a PhD in Agricultural and Applied Economics at the University of the Philippines and serves as a faculty member at Jose Rizal Memorial State University–Tampilisan Campus, Zamboanga del Norte, Philippines. He also holds his Bachelor and Master’s degrees from Central Mindanao University and Camiguin Polytechnic State College respectively.

He has a diverse background in both academic and technical education. He previously worked with the Technical Education and Skills Development Authority (TESDA), where he gained valuable insights into vocational training in agriculture, and also served as a Senior High School teacher under the Department of Education.

His research interests lie at the intersection of socioeconomics, education, agriculture, and rural development. He actively conducts research on issues affecting rural communities and has published in reputable journals indexed in Scopus and Web of Science. As an educator, agriculturist, and economist, Rovelito advocates for evidence-based, inclusive, and sustainable solutions that uplift rural livelihoods and advance educational equity.

Keir, Instructor III, JRMSU Tampilisan

Keir A. Balasa is a committed educator, researcher, and academic leader affiliated with the College of Teacher Education at Jose Rizal Memorial State University–Tampilisan Campus, Zamboanga del Norte, Philippines. His scholarly pursuits encompass teacher education, educational technology, indigenous education, and social science inquiry. As a CHED-SIKAP scholar, he actively contributes to research endeavors that promote inclusive education and examine the transformative role of artificial intelligence in contemporary pedagogy. Mr. Balasa has authored and co-authored a number of studies on educational extension programs, intergenerational digital competence, and AI integration in teaching and learning, many of which have been presented at prestigious national and international conferences. His research is grounded in a strong commitment to educational equity and social justice, particularly through his work with marginalized communities via impact assessments and culturally responsive frameworks. Currently, he is pursuing his Doctor of Education (EdD) at Western Mindanao State University in Zamboanga City. He also serves as Chairperson of the JRMSU-Tampilisan Campus Laboratory High School distinguished as the youngest to hold the position, demonstrating his leadership capacity and dedication to nurturing the next generation of learners and educators.
